A high-tech computer model that is supposed to help manage precious local water supplies has instead been mired in controversy for much of 2011… The USGS gave a copy of the draft report to Prescott's water resources manager, Leslie Graser, because she had co-authored the report while working for the Arizona Department of Water Resources. But USGS told Graser she couldn't share it with other Prescott officials. Prescott and PV then secretly sought help from members of Congress. Then-Congressman John Shadegg of north Phoenix met privately with the USGS director in Washington, while Congressman Paul Gosar of Flagstaff posted a You Tube video of himself grilling a USGS associate director about the issue on March 2. Gosar represents this region."That opened up the door," Munderloh said.
