Congressman Paul Gosar Votes to Repeal the 1099 Provision

Today, U.S. Congressman Paul Gosar, DDS (AZ-01) voted in favor of H.R. 4, The Small Business Paperwork Mandate Elimination Act, which does away with the onerous 1099 provision in the health care bill. Gosar is a cosponsor of this bill which passed the House of Representatives on a vote of 314 – 112.

Congressman Paul Gosar Votes to Repeal the 1099 Provision

Today,U.S. Congressman Paul Gosar, DDS (AZ-01) voted in favor of H.R. 4, The Small Business Paperwork Mandate Elimination Act, which does away with the onerous 1099 provision in the health care bill.  Gosar is a cosponsor of this bill which passed the House of Representatives on a vote of 314 – 112.  

“I am proud that the House voted in favor of H.R. 4, to repeal the 1099 provisions forced into law by last year’s health care bill,” said Congressman Paul Gosar (AZ-01).  “Arizona’s First District is struggling with skyrocketing unemployment, and the last thing small businesses need is more paperwork and bureaucratic red tape.  These onerous provisions constitute a bureaucratic assault on small business.  This provision would bury small businesses in piles of paperwork and additional tax forms.  This is unacceptable- the government needs to get out of the way so that our businesses have an opportunity to create jobs. As I continue to work for full repeal of the misguided health care law passed by Congress last year, I am proud to see the House of Representatives eliminating one of the most egregious provisions in the law today.”

“NFIB commends Congressman Gosar for standing up for small business and voting to repeal the 1099 provision in the healthcare law.  Repealing the expanded 1099 reporting requirements is a must-do if we are to help save small businesses from this mountain of paperwork,” said Dan Danner, president and CEO of the National Federation of Independent Business. “We believe the entire law should be repealed but, until that happens, we need to repeal provisions like 1099 to ensure small business owners are spared from the most egregious parts of this law.”

The new health care law expanded tax information reporting rules by requiring businesses to issue a Form 1099 for any payments to corporations (rather than just to individuals) and for any payments for property (rather than just services or investment income) that exceed $600 per year per payee.  This new requirement will impose a huge tax compliance burden on small businesses, forcing them to devote resources to tax filing instead of to business expansion and job creation.  A recent National Federation of Independent Business (NFIB) Small Business Survey determined that tax paperwork, costing $74 an hour, is the most expensive burden placed on small businesses by the federal government.  H.R. 4, as voted on today, will reduce the deficit by $166 million over the first ten years, and potentially by billions of dollars per year thereafter.
